The riding of Haliburton-Kawartha Lakes-Brock has been a long time Progressive Conservative stronghold. In 2009, John Tory, then PC leader, lost to Liberal candidate Rick Johnson by two points.

PC incumbent Laurie Scott stepped down so Tory could run in that byelection. Scott then took the seat back from Johnson in 2011 and has held it ever since.
