Provincial police say they received the complaint about the potential threat on Wednesday, but it had been made months ago.
"The report indicated that the threat was not imminent as it had been made in March," the OPP stated, adding, "The OPP takes all threats to public safety seriously and provides resources necessary to assess and respond to the threat."
Police say investigators learned the former student could have weapons in his vehicle and at his Clearview Township home, so they obtained search warrants and allegedly found two firearms and several high-capacity magazines.
"During the arrest, police also seized two replica firearms, bear spray, pepper spray, a knife, and brass knuckles," the OPP noted.
An 18-year-old Clearview Township man is charged with uttering threats to cause death and multiple weapons-related offences.
Another 18-year-old man from Collingwood faces charges of possessing a prohibited device for a dangerous purpose and breach of a sentence order.
Police say the investigation is ongoing and ask anyone with information to contact the authorities.
