On August 6, David Mac Donald said he was walking his dog near Meridian Place around 10 p.m. when he saw three men kicking chairs at the square.
Mac Donald said he told the men to stop what they were doing, and then one of them approached him. He said he hit the man, who then pulled out a knife, chased Mac Donald and stabbed his dog's back end.
Mac Donald said he was also stabbed while trying to defend his pet.
Both have since recovered from the incident.
On Tuesday, police released images of a suspect with a circular tattoo on his left arm.
They ask anyone who recognizes the suspect to contact the investigating officer via email.
